IPDAL held today the first edition of the Portugal – Latin America and Caribbean Dialogue Table, bringing together the Government of Portugal and GRULAC at the same table. The initiative, which took place behind closed doors, brought together the Secretary of State for Foreign Affairs and Cooperation, Francisco André, with the group of Latin American ambassadors residing in Portugal. The meeting resulted in a frank conversation about relations between Portugal and Latin America, finding areas to deepen ties between the two parties, looking at the past and future of bilateral relations between the various countries.

On March 28th, the ceremony to hand over donations collected at the International Bazaar of the Diplomatic Corps took place in the Royal Riding Park of the National Coach Museum, an initiative that is regularly attended by IPDAL. Presided over by the President of the Republic, Marcelo Rebelo de Sousa, and organized by the Association of Families of Portuguese Diplomats, donations from the 2022 edition of the Diplomatic Bazaar were donated to association projects that support young people at risk.

IPDAL met with the Minister of Foreign Affairs, João Gomes Cravinho, to deliver the policy paper with the results of the 1st Meeting on Foreign Policy and Strategic Thinking, a working table held in Cascais that brought together the main Portuguese and young international relations thinkers national talents. Furthermore, the various initiatives developed by IPDAL were also presented to the Minister, in an effort to bring Portugal closer to Latin America and Africa and the Institute’s growing international presence. Daniela Stowasser, one of the participants of the Meeting, was also present.

Taking advantage of the trip to Santo Domingo, to participate in the SEGIB Summit, IPDAL stopped in Brazil, where it held a series of meetings with the most prominent think tanks and foundations in the area of International Relations. In Brasília, President Paulo Neves was received by the President of the Alexandre de Gusmão Foundation (FUNAG), Ambassador Márcia Loureiro. In Rio de Janeiro, working meetings were held with Fernando Mattos, Coordinator of External Relations at the Brazilian Center for International Relations (CEBRI), considered the second best think tank of South and Central America, and also with Fundação Getúlio Vargas (FGV).

Vice-President Jorge Costa and Deputy Secretary General Manuel Raposo received the President of the Cuban Chamber of Commerce, Antonio Carricarte, on the occasion of his visit to Portugal. The working meeting, which was also attended by Ambassador Yusmari Díaz Pérez, served to present the two institutions, the work carried out in their respective areas of activity and discuss other topics of common interest.

IPDAL was once again present at the Lisbon Tourism Exchange, from the 1st to the 5th of March. The Institute promoted and represented Latin American countries among the main national and international tourism actors, in partnership with APAVT. In addition, meetings were held on the sidelines of the event and President Paulo Neves and Deputy Secretary General Manuel Raposo participated in a cocktail hosted by the Cuban Embassy in Portugal.

Bringing the discussion about Latin America closer to university communities continues to be a priority for IPDAL and it was in this context that the President of the Institute participated in a debate at the Fernando Pessoa University, in Porto. At the invitation of the university’s Center for Political Science and International Relations, Paulo Neves debated diplomatic relations between Latin America and Europe, presenting a historical analysis of the ties between the two regions and their current positions considering the war in Ukraine.

The Political Science and International Relations Student Center at Universidade Nova de Lisboa invited IPDAL to debate the historical ties and the future of relations between Portugal and Brazil, on the occasion of its Embassy Day, an initiative that aims to bring students closer to the diplomatic world. Paulo Neves pointed out the need to deepen relations with the sister country and create an agenda of common interests between the two nations, extending it to Timor-Leste and Portuguese-speaking African countries, based on a common language.

Paulo Neves was one of the speakers at the second edition of the Atlantic Dialogues, an initiative organized by the Portuguese Atlantic Commission and YATA Portugal. The President of IPDAL took the opportunity to highlight the importance of NATO’s relationship with Latin American and African countries, and the impact that the war in Ukraine has on these territories. Also participating in the panel were Ana Isabel Xavier, professor and specialist in International Relations, and António José Telo, professor and specialist in Strategy and Defense.
