Filipe Nascimento is a national and native of São Tomé and Príncipe, son of Senhor Lulu and Senhora Clementina from Nova Estrela, South Zone of Príncipe Island. He is the partner of a fellow countrywoman from the same locality and the father of a couple of children. During his childhood and adolescence, he always worked with his father in agriculture and livestock. He attended primary, basic and secondary education at Nova Estrela, Padrão and Santo António II schools, respectively. He is a Catholic Christian. During his childhood, adolescence and youth in Príncipe, he exercised his citizenship in the most varied aspects: he belonged to organized groups in the community; dance and theater group; class leader for several years; representative of the Prince in the Santomense Children’s Parliament in 2000. He belonged to the group of young people who demanded open and regular elections in the Autonomous Region of Príncipe, having been an activist for the Union for Change and Progress of the Prince in the 2006 Regional elections. When he reached the age of majority, he went to Portugal to continue his studies and reunite with his mother. He attended the Azevedo Neves School (Damaia), where he completed the national entrance exams for higher education, where he received a diploma of merit. After entering University, he always worked to cover his expenses as a student. He graduated in Law from the Faculty of Law of the Classic University of Lisbon. At this same Faculty, he was elected to perform several elective associative and academic roles. He was President of the African Student Center at the Faculty of Law of the University of Lisbon; President of the General Student Meeting (AG), of the Academic Association of the Faculty of Law of the University of Lisbon; Member of the School Council of the Faculty of Law of the University of Lisbon, representing the Students; Member of the Academic Council of the Faculty of Law of the University of Lisbon, representing the Students; He has always worked with communities. He founded, with his colleagues, the Associação dos Estudantes do Príncipe in Portugal – Minu-Yié, where he served as President of the General Assembly. He was a representative of IDEC – STP in Portugal. He was President of the Cape Verdean Association in Portugal. He graduated in Law from the Faculty of Law of the University of Lisbon. He attended postgraduate studies in Banking Law; in Commercial Company Law, both from CIDP | FDUL – Private Law Research Center; postgraduate degree in Legislative Science and Legistics, from ICJP | FDUL – Institute of Legal and Political Sciences; postgraduate preparation for Access to a Diplomatic Career, by IE | FDUL – European Institute; all from the Faculty of Law of the University of Lisbon. He attended a Master’s degree in Environmental, Natural Resources and Energy Law, with the curricular part completed and admitted to the dissertation, at the Faculty of Law of the University of Lisbon. Attended part of the Executive MBA, Master of Business Administration (1 year) at INDEG | ISCTE Executive Education. Collaborated in the research project on Legistics in Portuguese-speaking countries, ICJP | FDUL – Institute of Legal and Political Sciences; promoted and organized numerous conferences, colloquiums, debates, and gatherings on the most diverse topics, namely Politics, Law, Economics and History; participated in Banking, Arbitration and Guarantee Conferences, by CIDP | FDUL – Private Law Research Center. He is a Lawyer at the Portuguese Bar Association; Jurist and Senior Technician at the Municipal Council of Oeiras; Public service table through public competition; Member of the Advisory Board of IPDAL – Institute for the Promotion of Latin America and the Caribbean. He was Deputy and Advisor to the Vice-President of the Municipal Council of Oeiras, Master Francisco Rocha Gonçalves, under the Presidency of Dr. Isaltino Morais; Local Deputy and Leader of the Bench in the Carnaxide and Queijas Assembly. He is President of UMPP – Union for Change and Progress of Príncipe, elected at the Congress of November 16, 2019. He has been President of the Regional Government of Príncipe since August 18, 2020 proposed by UMPP, appointed and sworn in by the Prime Minister. He won the Regional elections on September 25, 2022, with the UMPP, with a qualified majority of 2/3 of the deputies. He is a member of the Council of State due to his duties. He is a member of the Council of the Superior Council for National Defense due to his duties.
