IPDAL – Institute for the Promotion of Latin America and the Caribbean, in collaboration with the Embassy of Peru in Portugal and AICEP, organised the seminar “Business and Investment Opportunities in Peru” on 29 October at the Vila Galé Ópera Hotel in Lisbon. The initiative brought together institutional and business representatives to strengthen bilateral economic relations and showcase new trade and investment opportunities in the Peruvian market.
The event provided a platform for dialogue between Portugal and Peru, highlighting the potential for cooperation in strategic sectors such as infrastructure, energy, logistics, tourism, agribusiness and services. Throughout the session, emphasis was placed on the importance of developing a deeper understanding of the Peruvian market, establishing local partnerships and strengthening institutional support to turn investment opportunities into concrete projects.
One of the seminar’s key highlights was the presentation by PROINVERSIÓN, the Peruvian agency responsible for promoting private investment, which outlined the main mechanisms for financing and developing infrastructure and public services. The instruments presented included public-private partnerships, asset-based projects and the Obras por Impuestos mechanism, which enables companies to participate in financing public projects through resources linked to their tax obligations.
The “APP 5.0” model was also presented, focusing on ensuring that projects are monitored beyond the contract award stage, prioritising their implementation and tangible impact on the quality of services provided to communities. In this context, investment opportunities were identified in transport, energy, water and sanitation, healthcare and education.
Connectivity and Peru’s strategic position as a logistics hub between South America and the Asia-Pacific region were also highlighted. The development of logistics corridors, integrating port, airport, road and railway infrastructure, was presented as a priority for strengthening the country’s economic competitiveness and facilitating access to international markets.
Silvia Seperack Gamboa, from PROMPERÚ, presented opportunities to expand bilateral trade and productive investment, with particular emphasis on agribusiness, fisheries, tourism, gastronomy and information technology. Her presentation also highlighted the potential for developing industrial partnerships and integrating Portuguese companies into Peruvian value chains, stressing the role of trade missions, sector-specific fairs and business meetings in bringing the two markets closer together.
The seminar also featured insights from a Portuguese business experience in Peru, focusing on the development of renewable energy projects. The testimony highlighted the importance of building relationships based on trust, collaborating with local professionals and adapting to the country’s technical and geographical challenges, while identifying new investment prospects in wind, solar and energy storage.
The initiative concluded with a message of confidence in the potential to deepen economic relations between Portugal and Peru, highlighting the complementarity between the expertise of Portuguese companies and the development needs of the Peruvian market.
Through this seminar, IPDAL reaffirms its commitment to strengthening relations between Portugal and Latin America by promoting institutional dialogue, economic cooperation and the creation of new business and investment opportunities between the two countries.
