The IPDAL – Institute for the Promotion of Latin America and the Caribbean, in partnership with the Ibero-American General Secretariat (SEGIB), presents the new report “A Triangle to Be Built: Advancing the Strategic Alliance between Europe, Africa and Latin America in an Emerging World Order.”

The publication was coordinated, on behalf of IPDAL, by Gastón Ocampo, Secretary-General, Miguel Inácio, Research Fellow, and Afonso Vilan, Research Advisor, and, on behalf of SEGIB, by Cristina Manzano, Director of External Relations, and Paola González, External Relations. The report was edited by Sebastián Daza Botero.

The publication comes at a time of transformation in the international order and reflects on the potential for greater coordination between Europe, Africa and Latin America, three regions that together represent approximately 2.5 billion people and 133 countries. Against a backdrop of economic fragmentation, geopolitical reconfiguration and changing value chains, the document highlights the importance of deepening relations based on complementarity, sustainability and mutual benefit.

The report draws largely on the main areas of reflection and contributions gathered throughout the 14 editions of the Strategic Triangle Meeting, an IPDAL initiative that has established itself as a platform for dialogue between the three regions. The publication seeks to consolidate this experience and identify priorities capable of guiding the future of the triangular relationship.

Among the main challenges identified is the absence of a structured political dialogue between the three regions, despite the existence of consolidated mechanisms in European Union–Latin America and European Union–Africa relations. The publication also highlights limited mutual knowledge, particularly between Africa and Latin America, and the need to strengthen business, academic and institutional networks capable of turning opportunities into concrete projects.

At the same time, significant opportunities for cooperation are identified in areas such as the energy transition, renewable energy, digitalisation, sustainable agribusiness and the bioeconomy, as well as in the development of more resilient and higher-value interregional value chains.

The document also emphasises the importance of a multi-stakeholder approach capable of bringing together governments, international organisations, development banks, the private sector, universities, think tanks and civil society organisations. In this context, institutions such as the European Union, African Union, SEGIB, CPLP and OACPS are identified as relevant platforms for promoting greater convergence between the three regions.

Through this publication, IPDAL and SEGIB seek to contribute to translating the potential of relations between Europe, Africa and Latin America into a more structured and action-oriented agenda, capable of transforming strategic dialogue into concrete projects, shared benefits and lasting intercontinental cooperation.
