From 23 to 28 July, IPDAL visited São Tomé and Príncipe to promote the ‘Triangular Alliance for the Digital Transformation of Príncipe’ project, as part of SEGIB and Instituto Camões initiatives. This project is part of the ‘Triangular Cooperation Projects and Initiatives between Ibero-America and Portuguese-speaking African Countries (PALOP)’, promoting digital transformation, sustainable development, education and cultural integration. During the mission, meetings were held with local authorities and visits were made to educational institutions, as well as workshops on digital inclusion. This initiative reflects IPDAL’s commitment to the development of Portuguese-speaking countries, contributing to a more connected and sustainable society.

IPDAL was present at the XII Latin American Congress of Political Science: Latin America as an actor in the global geopolitical reconfiguration. The event had various panels and talks, such as a panel on the ‘Political Conjuncture in Brazil in 2024’, a round table with the theme ‘Latin America in a world undergoing global reconfiguration’ and the presence of Latin American Ambassadors, an ALACIP awards ceremony and the conference ‘Political Science and Democracy’, and an ALACIP General Assembly.
IPDAL celebrated one more Latin American Sunset Party in the company of the diplomatic corps, members of Parliament, and other friends of the Institute. The festivities took place at the Zambeze Restaurant, where a variety of Latin American drinks were served, provided by the various embassies. IPDAL was invited to participate in the Session to present the results of the 1st Call for Triangular Cooperation Projects and Initiatives between Ibero-America and Portuguese-speaking African Countries. This event in the context of cooperation between Camões, I.P., and the Ibero-American General Secretariat (SEGIB) was attended by Andrés Allamand, Ibero-American Secretary General, Paulo Rangel, Minister of State and Foreign Affairs, Nuno Sampaio, Secretary of State for Foreign Affairs and Cooperation, and Ana Fernandes, President of Camões, I.P.
The Colombian Ambassador to Portugal, José Fernando Bautista, organised a cocktail party in honour of the President of IPDAL, Doctor Paulo Neves, at the Colombian Official Residence.

The memorandum of understanding between IPDAL and CE-CPLP was signed on 4 July. The agreement aims to strengthen and make viable a strategic triangle between Portugal, Africa and Latin America and the Caribbean. The parties have committed to sharing information and experiences, as well as organising joint activities to promote commercial and business relations between the three continents. This memorandum represents a significant step towards strengthening multilateral relations and promoting economic and commercial development in the regions involved.
A round table entitled “Ukraine’s role in European security: current situation and prospects” was held in Lisbon. The event was moderated by the Secretary General, Gastón Ocampo, and organised by the Ukrainian Embassy in Lisbon and the Historical Society of the Independence of Portugal. Participants included José Ribeiro e Castro, President of the Historical Society of the Independence of Portugal, Ana Isabel Xavier, Portuguese Secretary of State for National Defence, Oleksandr Balanutsa, Deputy Minister of Defence of Ukraine, and Maryna Mykhailenko, Ukrainian Ambassador to Portugal.
IPDAL and the Friedrich Naumann Foundation’s offices for Spain, Italy, and Portugal held a high-level dialogue dedicated to analyzing the results of the European elections on June 9th. This conversation brought together, in Lisbon, some of the Foundation’s key regional leaders, as well as ambassadors and diplomats, business leaders, and other parties interested in the topic. During her tour of China and Europe, Diana Mondino, Minister of Foreign Affairs of the Republic of Argentina, made her final stop in Lisbon. In our capital, she was received by IPDAL at a round table with Portuguese investors and private sector representatives. At the Grémio Literário, the event aimed to detail the reforms implemented in Argentina, discuss bilateral investment opportunities and explore possibilities for collaboration.
