The Institute for the Promotion of Latin America and the Caribbean (IPDAL), in partnership with the Ibero-American General Secretariat (SEGIB), presents the document “Un Triángulo por construir: Impulsar la Alianza Estratégica entre Europa, África y América Latina en un orden mundial emergente”, a strategic reflection on the future of cooperation between three central regions for the construction of a new international agenda.
The publication brings together, organises, systematises and deepens the main conclusions of the previous 14 editions of the Strategic Triangle Meeting: Latin America and the Caribbean – Europe – Africa, an initiative promoted by IPDAL that, over more than a decade, has established itself as a leading platform for inter-regional dialogue. The document revisits the main takeaways, priorities and recommendations from the policy papers produced in previous editions, offering an integrated perspective on the challenges, opportunities and courses of action for consolidating this triangular relationship.
In an international context marked by economic fragmentation, geopolitical reconfiguration, the energy transition and the need to strengthen multilateralism, the document underlines that Europe, Africa and Latin America and the Caribbean together constitute a strategic space of global reach. Bringing together around 2.5 billion people and 133 countries, these three regions possess significant complementarities in terms of natural resources, productive capacities, innovation, financing, youth, culture, energy and sustainability.
The publication identifies the absence of a structured trilateral political dialogue as the main challenge, despite the existence of consolidated mechanisms between the European Union and Africa, and between the European Union and Latin America and the Caribbean. In this regard, it advocates moving from a logic of fragmented relations towards a shared strategic vision capable of generating concrete projects, shared benefits and greater coordination among governments, international organisations, development banks, the private sector, universities, think tanks and civil society.
Among the central themes analysed are economic cooperation, inter-regional value chains, the energy transition, green hydrogen, the protection of the Amazon and the Congo Basin, climate financing, digitalisation, global governance, democracy, cultural diversity and the strengthening of mutual knowledge among the three regions.
The document also highlights the role of IPDAL and SEGIB in consolidating this space for dialogue, as well as the strategic relevance of the next edition of the Strategic Triangle Meeting, at a time when IPDAL’s 20th anniversary, SEGIB’s 20th anniversary and the 15th edition of the ETE are being celebrated.
With this publication, IPDAL aims to contribute to transforming the potential of the Europe–Africa–Latin America and Caribbean relationship into concrete action, promoting more horizontal, balanced and results-oriented cooperation. The document thus establishes itself as a working and reflection tool for political decision-makers, international institutions, companies, academia and civil society, reinforcing the importance of the Strategic Triangle as a platform for dialogue, cooperation and the construction of a common agenda for the challenges of our time.
